All the citizens who have relapsed the coronavirus infection and are listed as confirmed cases with a positive PCR result or an antigen test in the National COVID-19 Registry, have the opportunity to download their electronic recovery document from the National Health Information System (NHIS) portal at https://www.his.bg/bg/dgc.
This became possible after the Information Services’ team managed to reconfigure the system within only 1 working day after receiving the Ministry of Health’s, which is the owner of the NHIS, requirement.
Both PCR tests and laboratory rapid antigen tests will be recognized to prove the relapse. For the PCR tests а European green certificate like document for relapsing will be issued with all the mandatory attributes, including QR code, certificate number, personal data of the recovered person and also validity start and end date. The start of the document using is 14 days after the positive result date. And it’s validity is for the 6 months period on the EU territory and 12 months in Bulgaria.
The relapsed citizens with a proved positive result through a laboratory antigen test also can use their document starting 14 days after proving the infection. The document validity is 12 months and is only for the territory of the Republic of Bulgaria. The generated document has a different format from the European green certificate.
A mandatory condition to generate a relapsed SARS-CoV-2 document is that at least 90 days have passed after the date of the previous COVID-19 infection diagnosis. If the time in-between is less the system will not allow a document or certificate issuing as it is considered that there is no new infection but the positive result is due to continuing previous disease. A similar procedure has been introduced in 7 EU counties. The system allows generating unlimited number of documents if 90 days have passed between two positive tests.
The total number of downloaded European green vaccination certificates through the portal https://www.his.bg/ exceeded 2.3 million and nearly 2 million are the documents for a negative PCR or rapid antigen test. Citizens have downloaded a total of 250 thousand certificates for recovery proofed by a PCR test and the number of documents for corona virus infection recovery, proofed by a laboratory antigen test reached 90 thousand. In just one week 35 thousand antibody certificates were generated through the NHIS.
