The issuer of the tobacco product identifiers is the "Printing House of the Bulgarian National Bank" JSC and the technological partner is Information Services. The Customs Agency, which is the controlling authority, has access to the tracking system and the ability to identify all the information encoded in the unique identifier codes and can track every pack of cigarettes on the market.

The tracking system for cigarettes and smoking tobacco was introduced in May 2019 in all the EU countries and aims to trace tobacco products from the manufacturer to the retailer. All the tobacco manufacturers, warehouses, wholesalers and retailers of tobacco products are registered in it. They receive unique codes that make each box traceable and become part of the EU's 'Tobacco Track and Trace' system, which aims to fight tobacco contraband.
