On the 07th of April 2016 the first two e-auctions were held in the electronic auctions platform for wood sale developed by "Information Services" JSC. The presentation of the platform took place in front of journalists at the Ministry of Agriculture and Food and was attended also by the Deputy Minister of Agriculture and Food Assoc. Prof. Georgi Kostov, the Deputy Minister of Transport, Information Technology and Communications Valeri Borisov and the Head of the Southwest Forestry State Enterprise (SFSE) Eng. Damyan Damyanov.
The two e-auctions for sale of wood from temporary storage were announced by the Southwest Forestry State Enterprise. In the first e-auction none of the 4 registered participants joined the bidding. In the second e-auction of SFSE the initial price was increased by 10%.
The introduction of the electronic platform facilitates the registration process of the participants in e-auctions and also the work of the commissions in tender procedures. The access to the platform requires only initial registration and a valid electronic signature. The e-auctions in the platform are open bid auctions, held in real time and accessible via web browser. The participants may bid in the e-auction anywhere and anytime as long as they have a laptop or desktop computer and a valid electronic signature. Thus the scope of participants is expanded as the new process is time and cost saving for them. Also, the documentation is completely electronic.
The transparency in the ranking of the participants in e-auctions is guaranteed as it is done by the system, which eliminates the possibility of subjective intervention. With the integrated by "Information Services" JSC Time Stamp service (for authentication of time and content) the authenticity of the documents and bids submitted by the participants is also ensured.
For maximum user convenience, the platform offers automatic notifications via e-mail (e.g. for new tender procedures and reminder before the e-auction). This functionality will be upgraded by "Information Services" JSC with the introduction of notifications via SMS.
By November 2016 the electronic auctions for sale of wood stored in temporary storage in the forest will be gradually introduced in the other forestry state enterprises also. The e-auctions will be accessible through the websites of the state enterprises.
