The total number of court cases filed electronically exceeded 13 700 in just 18 months. This was possible after that Information Services completed in March 2023 the project to streamline the Single e-Justice Portal (SEJP), allowing people to initiate court cases entirely online. Since the beginning of the year, the number of cases initiated electronically through the portal exceeded 10,500, which is three times more than in the whole of last year. Statistics show that more and more people are taking advantage of the opportunity to initiate a lawsuit electronically. The portal is actively used by over 19 thousand users.
The data show that the number of procedural actions carried out by filing documents entirely electronically is over 160 000, and after the optimization of the system, the number of electronic summons read through user profiles is over 38 thousand, which is a dramatic increase compared to the previous 8 years. The SEJP functionality developed to actively access cases by conducting proceedings electronically has enabled attorneys and litigants to successfully access over 164,000 electronic documents in all 151 courts.
The optimization of the platform significantly increases the efficiency of the judicial sector and facilitates access to justice for people and businesses," said Ivaylo Filippov, CEO of Information Services. In his words, the digitalization of the sector enables the provision of high-quality, cost-effective and easily accessible electronic services. On the other hand, it saves significant costs and time for users.
Data shows that accesses to electronic court cases through the SEJP jumped by 130% in the first nine months of 2024 compared to the same period last year. The total number of accesses in the last 18 months has reached 340,000, a six-fold increase on all accesses since the e-portal was launched in 2015.
The project "Optimisation of the Single e-Justice Portal to create conditions for increasing access of people and legal entities to e-justice" of the Supreme Judicial Council significantly increases the publicity, traceability and transparency of the judiciary. It provides the possibility of online registration of users, creation and management of profiles of legal entities (government institutions, banks, insurers, utility providers, etc.), electronic request for access to cases, new electronic services for initiation of court proceedings, filing of documents in pending cases and electronic payments through a virtual POS terminal.
As part of the project, Information Services developed the eCase mobile application, too. It enables any user with a registered account to access public and private cases, to view all attached electronic documents and serve electronic court papers. The app provides convenient and easy traceability of court case history anywhere, anytime. For the added convenience of users, the ability to synchronize upcoming court hearings with the mobile operating system calendar has been implemented. The app is available for the two most common mobile operating systems Android and iOS. Data shows that open user sessions in just 1 year since the app went live exceed 530,000.
"Electronic access to court cases and electronic summons saves significant time for administrative authorities, legal entities, people and lawyers and increases accessibility to e-justice and transparency in the sector," said Ivaylo Filipov.
