Today, Information Services Plc announced that more than 118 municipalities now use the local taxes and fees (LTF) software under the Municipalities Information System Mateus. The software was developed by Information Services as per order of the Ministry of Finance (MF), which has provided it free of charge to municipal administrations.

Mateus creates a single and up-to-date working interface for the municipal tax divisions, enabling the municipal administrations to facilitate their customer communications and improve the quality of service.

Mateus now enables payments at POS terminals at the municipalities' LTF registers. Thus, the system implements MF's policy to reduce cash payments, which considerably relieves individual citizens and business organizations. A web-based application has been developed to the system, enabling online check of the taxable person's obligations at the relevant municipality. The system operates real time and this service is capable of virtually replacing service of paper-based notices to taxable persons.

Mateus enables municipal administrations to easily administer and maintain a citizens' register, a register and processing of documents and declarations, obligations and payments, accounting and reporting operations. A single register of taxable persons has been set up within the new system and a link has been created between individuals and owners of sole trader companies, the system operates various identification numbers such as Bulgarian PIN's, foreigner PIN's, Uniform Identification Codes, and BULSTAT's.

According to MF requirements, Information Services is to implement during 2012 functionalities for:

  • Direct debit - an opportunity to order direct debit to a given bank and automatic payment of the obligations of the applicant filing such request
  • Direct services through the banks' websites - an opportunity to check and pay obligations online through the bank's virtual portals
  • Online payments - amortization of obligations through credit- and debit cards via the internet
  • Filing of declarations (returns), processing, and replying to the sender as to the received document's status
  • Management of the control-audit operation
  • Management of the receivables-related operations

In future, the Municipalities Information System will also have an information exchange module, which will maintain information about obligations for local taxes and fees in the municipalities in the country. It will contain data about reliefs used in various municipalities and an opportunity for access via an e-signature or e-ID. Information centralization will enable checking of obligations of taxable persons in more than one municipality and collection of summarized information about obligations and revenues from local taxes and fees in the country.

The Local Taxes and Fees Information System (LTFIS) Mateus is based on "cloud"; technologies, which enable hosting both at the customer's premises and at the Information Services' datacenter. Information Services is presently working on four contracts with municipalities to provide Mateus within the "cloud".
