Minister Yolovski: E - justice is now available through a mobile application

All citizens and interested parties have already the opportunity to access electronic court cases through the eCase mobile application. This was announced by the Minister of e-Government Alexander Yolovsky. The mobile application is developed by Information Services and provides access to any user with a registered account to all court cases with free public access, cases they are involved in, a review of all attached documents., service of electronic legal documents, etc.

"The eCase mobile application significantly increases the efficiency of the Justice sector and facilitates access to justice for citizens and businesses," said Minister Yolovsky. According to his words, the main goal of digitalization in the sector is to provide high-quality, cost-effective and easily accessible electronic services.

The eCase application is extremely easy to use and provides a dynamic view and organization of the electronic case folder, with an ability to conveniently view documents. It has been developed in accordance with the best global practices of this type of mobile applications and meets the needs of citizens, lawyers and all other interested parties for easy, fast and convenient access to electronic court cases. It provides traceability of court case history anywhere, anytime. For additional convenience of users, there is an opportunity to synchronize upcoming court hearings with the calendar of the mobile operating system.

The eCase application can be downloaded for free from the App Store and Google Play. For mobile devices with iOS operating system, a minimum version of the operating system 14 is required, and for Android devices, the minimum version must be 9. Access to eCase court cases is done by one-time pairing the application with a registered account in the Single Electronic Justice Portal (SEJP) at https://ecase.justice.bg/ via a qualified electronic signature (QES). Pairing the mobile device is done by scanning a QR code that authenticates the user's data. Detailed instructions for pairing the eCase mobile application with a profile in the Single Electronic Justice Portal can be found at: https://ecase.justice.bg/Home/MobileApp.

The initial pairing through QES is a mandatory condition for the use of eCase due to the high requirements for the security of personal data and sensitive information. For additional security, the user can activate biometric protection of the application.

If users decide that they will no longer use the mobile device on which the application was downloaded, they can deactivate their accounts. Deactivation of application deletes all the information from the device and leaves no trace of eCase in the phone. The application can be re-added after re-pairing the mobile device.

"This is another step in the field of e-Justice, aimed at increasing the accessibility, publicity, traceability and transparency of the judicial system," noted Minister Yolovski.
