The total number of offers submitted through the Centralized Automated Information System "Electronic Public Procurement" (CAIS EPP) exceeded 110,000. In the last year alone, the offers that were submitted electronically were over 80,000, which is nearly 3 times more compared to the same period a year earlier. The platform was built by Information Services in a consortium with Sirma Solutions JSC, Negometrix Bulgaria Ltd., Scale Focus JSC and Sabev & Partners Law Firm, and put into operation at the beginning of 2020. So far, over 48,000 contracts were signed using the system.
Over 30% of the registered offers were submitted during non-working hours. The system works 24/7 and provides an option for participants to submit offers at convenient time and place, regardless of the administration's working hours. A large share of the offers is registered after midnight in the period 00.00-6.00, from different parts of the country. This makes the process as easy as possible for all parties.
“The platform built by Information Services fully digitizes the process from the planning of public procurement to the awarding and management of contracts," said the company's executive director Ivaylo Filipov. According to him, it provides complete transparency and traceability of actions, better monitoring of public costs and elimination of the option for manipulation of the offers, both by the contracting authorities and by the participants. Participants themselves encrypt their offers with an asymmetric cryptographic key and only they can provide a decryption key, which guarantees security of data and submitted offers.
The total number of public procurements published so far in the completely renewed register exceeds 42,000. For the period January-August 2022, over 20,000 procurements have been published, which is as many as in the previous two years combined.
Almost 12,500 companies and 2,000 individuals are registered in the system, and the number of contracting authorities which use CAIS EPP exceeds 4,600. The teams of Information Services have conducted over 300 trainings, for over 5,500 users, on working with the platform.
CAIS EPP has a total of 32 functional modules that ensure publicity, transparency and better monitoring of the public procurement market in the country. The platform enables better tracking of procurement processes, reduction of administrative burden, simplified and shortened procedures and significant savings for all participants. The system completely eliminates the need to carry paper documents to the various contracting institutions, saving time and costs and helping the health authorities in the fight against the COVID pandemic.
