Information Services` official statement regarding the public procurement for computer equipment supply

Related to media publications regarding the public procurement for computer equipment supply in 11 lots, announced by Information Services through an open procedure, with an estimated value of BGN 23,073 million, we claim the following:

The conducted public procurement for computer equipment supply is entirely for the needs of the state administration, whose information systems and computer equipment are maintained by Information Services. As a National System Integrator, the company has researched the need for computer equipment for administrative bodies within the scope of system integration activities, summarized the necessary technical resources and conducted a public procurement, which unifies the computer equipment used by the institutions. This provides the opportunity to achieve the best possible prices and efficient spending of public funds.

Information Services has been assigned as National System Integrator of the State Administration with the adoption of the Law on Amendments to the Electronic Government Act (EAA), published in the State Gazette No. 94/2019. The company is responsible for establishment, maintenance, development and monitoring the performance of information systems of national importance.

It is important to note that the scope of the public procurement does not include computer configurations and equipment for the needs of Information Services. The procedure aims to meet the computer equipment needs in the administrative institutions specified in Council of Ministers’ Decision No 727/05.12.2019, amendment with Council of Ministers’ Decision № 358/28.05.2020 and Council of Ministers’ Decision № 419/25.06.2020.

The technical specifications have been prepared on the basis of specific requests by administrative institutions, including the Ministry of Finance, the Ministry of Health, the Ministry of Interior, the Public Procurement Agency, the Registry Agency, the National Revenue Agency, the State Financial Inspection Agency and National Customs Agency. The value of the contract is based on the computer equipment needs for a total of 27 administrative institutions that are within the system integration scope.

The public procurement for the computer equipment supply was announced on the grounds of Art. 18, para. 1, item 1 of the Public Procurement Law and was conducted in compliance with all the regulations. Contracts have been signed, according to which Information Services has a 12-month term for ordering the necessary equipment to the suppliers, which are ranked 1st in the various lots. The contractors are selected based on the criterion "lowest price", in order to achieve maximum objectivity and equality in the conduct of the procedure and compliance with the principles of publicity, transparency and free competition.
