In connection with publications in the media, concerning the public procurement announced by Information Services for the supply of computer equipment in 11 lots, through an open procedure, with an estimated value of BGN 23.073 million, we specify the following:
The conducted public procurement for the supply of computer equipment is purposed entirely for the needs of the state administration, whose information systems and computer equipment are maintained by Information Services. As a National System Integrator, the company has studied the need for computer equipment for the administrative authorities that fall within the scope of the system integration activities, has summarized the necessary technical resources and has carried out a public procurement, through which the computer equipment used by the institutions is unified and makes it possible to achieve the best possible prices and efficient spending of public funds.
Information Services was designated as the National System Integrator of the state administration with the adoption of the Act on Amendments and Supplements to the Electronic Governance Act (EGA), published in The Gazette No 94/2019.
It is important to note that computer configurations and equipment for the needs of Information Services are not included in the scope of the public procurement, as the procedure is aimed at securing the needs for computer equipment in the administrative authorities as defined in the Decision of the Council of Ministers No 727 dated 05.12.2019, amended by Decision of the Council of Ministers No 358 dated 28.05.2020 and Decision of the Council of Ministers No 419 dated 25.06.2020. The technical specifications have been prepared on the basis of specific requests from administrative authorities, including the Ministry of Finance, the Ministry of Health, the Ministry of Interior, the Public Procurement Agency, the Registry Agency, the National Revenue Agency, the State Financial Inspection Agency and the Customs Agency. The value of the contract is based on an estimate of the needs for computer hardware and equipment for a total of 27 administrative authorities that fall within the scope of the system integration.
The public procurement procedure for the supply of computer equipment was launched on the basis of article 18, paragraph 1, item 1 of the Public Procurement Act (PPA) and was conducted in compliance with all legal provisions. Contracts have been signed, according to which Information Services has a 12-month deadline to request the necessary equipment from the suppliers who have been ranked first in the various lots. The contractors have been selected on the basis of the 'lowest price' criterion, in order to achieve the maximum degree of objectivity and equality in the conduct of the procedure and compliance with the principles of publicity, transparency and free competition.
