The electronic services implemented by Information Services in the Central Register of Special Pledges (CRSP) have saved people and businesses nearly BGN 1 million in the last 14 months. More than 36 000 applications have been submitted electronically over the period, according to the information system. This saves 50% of the required fee that was paid over the counter before 1 July 2023. Applications for the establishment of a pledge accounted for the largest number of applications, followed by applications for leases and attachments. Nearly 14,000 certificates were issued electronically, which saved significant time and nearly BGN 200,000 for people and businesses.
"With the commissioning of the new information system of the Central Register of Special Pledges, we have completed the overall reform of the registry proceedings," said Ivaylo Filipov, Chief Executive Officer of Information Services. In his words, the introduction of the register has solved long-standing problems and ensured full publicity, transparency and traceability of the processes. The platform ensures compliance with the order of entries, which is extremely important for the registry proceedings and has become a guarantor for credit institutions.
The new registry is fully public and provides electronic services for every stage from the submission of applications for registration or change of circumstances of a pledge, declaration of deeds and other related actions under the law, to the issuance of certificates and reports generation. In addition to the electronic services for clients, the CRSP has a fully functional and fully electronic automated exchange with the system of the National Revenue Agency (NRA) with regard to the seizure of property within the scope of the Special Pledge Act.
In the last 14 months, since the CRSP's information system became operational, a total of over 150,000 applications have been submitted, of which over 64% were through the automated exchange with the NRA. No fee is payable. Another 30% were submitted electronically via the Electronic Portal for requesting electronic administrative services of the Registry Agency. The number of over-the-counter applications has decreased to an insignificant 9 400. On average, nearly 320 applications are processed per day, which is many times more than the processing of documents at the counter as it was the case before 1 July 2023.
The possibility to electronically submit applications saves clients considerable time and, on the other hand, eases the workload of registry office staff. Of the total number of applications submitted, only 9% were refused, due to fewer errors or missing documents when using the electronic administrative services.
