Parents now have access to their children's electronic patient records and all of their electronic health records entered into the National Health Information System (NHIS). This was announced at a press conference today by Deputy Minister of Health, Assoc. Prof. Petko Stefanovski and Ivaylo Stoychev - Project Manager at Information Services. Alexander Ognyanov - Director of the Health Information Systems Directorate at the Ministry of Health also took part in the press conference.
To gain access to the health record of the child, the parent must first access his/her personal profile in my.his.bg, which is done through an electronic signature. Once logged into their own record, parents automatically gain access their child/children's profile as well.
Once paired with the eHealth mobile app via QR code, this access can be done via the smartphone without the need to re-use the electronic signature or additional registration.
The database of The Civil Registration and Administrative Services General Directorate is used to give the parent access to the child's profile.
After entering "My Patient Record" in my.his.bg, from a drop-down menu each parent is able to access the profile of their child/children. The system is set up so that if a user logs into their child's profile, the "My Patient Record" section changes with the child's name. When accessing a child's profile through the eHealth mobile app, a red screen message is displayed alerting the parent that they are no longer in their profile, but in their child's.
The new functionality gives any parent access to all of their child/children's electronic records in the NHIS - electronic examinations, electronic referrals, test results, vaccines, prescriptions, hospital stays, etc. Students medical notes are to be added there to excuse absences taken at school.
The eHealth mobile app also provides the ability to activate notifications related to the issuance of a new electronic health record or the correction of a child's existing one. Activation of notifications is carried through the "Settings" menu of the account. After entering the app's settings, users should select "Notifications" and turn on the "For all related persons" option. Parents have the option to choose whether to receive notifications for their own profile only, for all connected individuals, or both.
The ability for parents to access their children's patient files was a definite winner in the his.bg site's poll on the users' wishes for what new functionalities the electronic health file should contain.
