We strongly oppose the claims of the Member of Parliament from "Ima Takav Narod" Mr. Lyubomir Karimansky, referring to Information Services released in the programme "This Morning" on BTV on 09.06.2022, publicly available on (Karimanski: There are public procurements related to e-government, arranged for a certain company - bTV News (btvnovinite.bg), that there were public procurements in the area of e-government, arranged for a certain company, mentioning Information Services.
While executing its functions of system integrator under Art. 7c of the Electronic Government Act (EGA), when outsourcing system integration activities to third parties, Information Services JSC acts as a public contracting authority under the Public Procurement Act, in strict compliance with applicable law. All public procurement documents, issued by the company are publicly available in the CAIS EOP information system managed by the PPA, at: https://app.eop.bg/today (for procurements announced after 13.06.2020) and on the Buyer’s profile on the official website of the company and in PPA Register at https://www.aop.bg/ (for the contracts announced by 13.06.2020 inclusive).
A total of 322 (i.e. 99%) from 326 public procurements announced by the company so far, have the criteria for awarding the "lowest" price, and the only requirement for the participants is to have an authorization from the manufacturer of the respective hardware and/ or standard software. With regards to the subject of public procurement for the supply of hardware, it is mandatory that the delivered products are new, unused, in the current production list of the manufacturer and in line with Bulgarian standards for degree of protection and electromagnetic compatibility.
Only two of more than 650 issued decisions on public procurement were appealed, and in both cases the proceedings before the CPC were canceled (in one case - due to a cancellation of the procedure in case of internal error, and in the other - due to a withdrawal of the appeal).
